Institutional literacy and business literacy must coexist

Institutional literacy means understanding legislatures, agencies, commissions, executive offices, local governments, formal procedure, staff roles, and the difference between legal authority and informal influence. Business literacy means understanding the organization’s model, operations, customers, workforce, revenue, capital, risk, and strategic choices. Government knowledge without enterprise understanding produces disconnected political commentary. Business knowledge without institutional understanding produces unrealistic plans.

Interpretation creates organizational meaning
