Treat power as a project dependency and institutional system
Power needs can implicate utility service, generation, transmission or distribution work, interconnection studies, cost allocation, reliability, resource adequacy, tariffs, commissions, markets, and communities depending on the configuration. Local land-use conditions can change materially
Local requirements and political context are not interchangeable.
